If your reputation with a faction is still low you get to meet the young junior staff, such as fresh-faced Captain Chavez. As your reputation increases you get to deal with the older and more influential representatives such as the formidably competent Governor Alverado.
If you wish to socialise with the junior Nova Imperium representatives, simply trash your reputation back down to Cordial. Or, if you prefer an element of outright hostility from your contacts, become 'Hostile' with the factions of Veterans Darling Stuart or Francesco Newton (see below).

They also smile at you more when you are allied. They kinda look suspicious of you otherwise.
