The intention is not bring pve players into open, but to remove the ability for open players to jump to a safe zone when things dont work.
Thats the base for this discussion that pvp is indeed meaningless. When the PG/solo access will be blocked to anyone who plays PP, PvP will become meaningful.

I dont bash them at all, I never advocated for removing them from the game. My sole intention is to make PP open only.
I am not saying solo/pg should play open if they dont want to, but for PP to be better it has to be an open only feature.

Will at any time solo and private group play be separated into a different universe/database from open play? It's kind of cheap that you can be safe from many things in solo, like player blockades and so on, and still affect the same universe.

In Elite: Dangerous, unlike other games, PvPers don't have the same ability to exchange the ability to blow up ships into political power. Now from where I'm sitting, that's a good thing and I hope it won't change.
Now Power Play *should* encourage PvP, people who blow up the vessels of enemy powers should get a reward for that. But that doesn't mean everything should be shoved into Open.
The threat from other players is incomparable to anyhting else this game throws at you. If open is not the only possible path to undermine/expand it becomes the hardest option and people will opt out and jump to solo rendering the whole PvP encounters meaningless and avoidable, making PP what it is today, another form of grind.
Nope. PvP will always be meaningless in Powerplay, because PvP earns you no merits for your power. Any player who spends their time trying to engage in PvP, rather than hauling PvE tokens, isn't actually helping their power fortify, undermine, prepare, or expand. They are just wasting time. Powerplay is at its core all about PvE gameplay. The possibility for consensual PvP in Open is just an added bonus.
Furthermore, if you try to force players who are not interested in PvP into open, by removing this feature from solo or private groups, they won't come into open. They'll just quit playing Powerplay altogether. The players who are interested in playing in Open are already playing in Open.
Powerplay is already underutilized because Frontier saw how popular BGS manipulation was, but failed to realize that its the variety of levers to pull on the BGS that keeps people interested. Missions and mining, exploration and trading, combat farming and bounty hunting - there is something for everyone in BGS work. Powerplay gave us just ABA cargo runs and combat farming, leaving everyone who enjoys other aspects of the game out in the cold. Try to force the non-PvP tolerant players into Open, and that will be the final nail in Powerplay's coffin.

You already have the minor faction BGS, what is the point having an additional identical overlapping layer of another BGS system.
It was never the point, majority (reddit and forums) went to PP for a meaningful PVP and were disappointed where people abuse the system and jump to solo at the first inconvenience, not to blame them since Fdev naively allowed this loophole.
