Cannot put back same hot modules to same hot ship. Bug or intended?

Long story short; Caught in the middle of npc fire while bounty hunting. My SLF automatically defended me and fired at the weak npc. Ended up with a 10000 bounty and 1 notoriety.

Now the fun begins; Got back to base and stripped the hot ship of its hot modules to see how the cleaning system works(cause some of my ships share modules). The cost to clean the modules was tens of millions in total and it wasnt worth it of course, so I hopped to another clean ship and played in open for a few hours till my notoriety dropped to zero.

An inconveniences nonetheless, but nothing compared to when I found out that I need to travel to the interstellar brokers IN the hot ship, fitted with the hot modules to pay the fine and get clean. The game now doesnt let me fit the same hot modules back to the same hot ship so I can make the trip to pay the 10000cr fine, without paying tens of millions to clean them individually first.....

This is clearly either a bug or a game breaking omission to my eyes. The system should remember which modules were on what ship and let you refit them to that ship, since they are all still hot from the SAME bounty.

If I'm missing something to the whole mechanic, any help would be greatly appreciated.

I think the issue is that while ship bounties and fines are stored specifically, hot modules are stored generically as 'hot'.

The cause of the issue is most probably technical as you say, and in my opinion, an omission utterly unfair to the players.
 
Not sure if that's a bug or intended, but thank you for the PSA. I now know to never remove hot modules.
