Here's the crazy thing.
Just imagine parachute jumping into the middle of the Sahara Desert. You go for a completely random location - after all, the place is totally immense. When you land, you pack up your 'chute and decide to do a bit of digging. Lo and behold! A truck drives up with a few diggers and they start digging right next to you. Then some dudes carrying machine guns arrive on the back of a pick-up. After a while longer a military plane starts circling.
You wonder what the 'ef is going on - and express your surprise to the guy next to you.
That guy says the most baffling, unbelievable and totally daft thing imaginable:
"Well, you are here - what makes you think someone else wouldn't be here?"

Just a few days ago i was wondering the exact same thing. How can some-one find me when I drop into a huge ring at a totally random spot? The answer was given somewhere in this thread already: When you drop out of FSD you leave a wake to your location to be scanned to anyone with the appropriate scanner that is still in supercruise.
I found a simple solution for this - since the maximum scan range of ships seems to be limited to about 6 km at best: after I get out of supercruise I go at least 20-25 km on thrusters before I start even thinking of mining. I only tried this twice so far but on those occasions I didn't encounter a soul ... so this might be an effective way to mine in peace ...
