Capital ship turrets should be uneffected by Chaff

Currently, chaff launchers hold a lot of charges, and they make turreted and gimbaled guns go haywire. This is in general a fine mechanic, even though I must say it makes killing Anacondas too easy (but that is a complex subject, and there are more serious problems related to that, like AI behaviour, ease of reactor and drive kills, low hitpoints, overpowered dumbfires...)

Anyway, chaff is fine in principle, but I don't think it should do much, if anything against capital ships. The key here is that the capital ships (and other warships to come) are not relying on simple automated target tracking like the gimbaled and turreted weapons we commanders are currently using. The Farragut and Majestic class both have huge crews, and actual gunners crewing the close defence turrets.

Driving away or crippling a capital ship should never be easy, and being able to pull it's teeth with a chaff launcher makes no sense. They should be deadly accurate, but they should also not bother targeting small ships with their main batteries, unless that small ship is really doing a number on them, launching torpedos, or managing to do significant damage otherwise.

The Majestic's main batteries need to be devastatingly powerful, but those particle cannons (or so called "railguns") should not bother with Cobras and Vipers anyway. If you manage to be enough of a pest for them to put a shot into you, it should punch right through even A grade size 3 or 4 shields.
