Catch Me If You Can Construction Sites

Are Frontier ever going to fix the runaway construction sites, or is one of those things "they are looking at" but never get around to fixing?

Weeks into building my system I have an Ocellus starport & a farm construction sites that I can't build, the result of this is my next tier 3 starport is now 12 points not 6, I'm also worried about building any orbital ports, because if a few more go the same way the whole system is bricked, I'm doing this solo so this represents months of effort

I'm struggling to understand why a cancel construction feature wasn't put in place from the outset, with construction points being reset
 
Same thing is happening in one of my colonies. FD said they're looking into it. This was in April. They said they couldn't reset it or refund the construction points.
 
Maybe they looked at it, and deemed it "works as designed"? Is there a ticket in the popularity contest?
From the update 3 patch notes (all the way at the bottom) -
Known issue: In some instances, space positions for construction depots and constructed assets are in the incorrect frame of reference, causing them to be impossible to dock a ship at as they fly away. Thank you to everybody who has reported instances of those to help with our investigation.
