Newcomer / Intro clean ship doesnt become wanted on attacking me

what the hell? and its not friendly fire, its 1 on 1 USS situation when it targets and attacks me.
And i cant even defend myself thus attacking clean target wil make me wanted in the system?

Shooting at you is not enough, they actually have to hit you to become wanted. However, not sure I have ever had a clean ship attack me except in anarchy.
