Cmdr's missing

currently part of a community goal.
i receive many local messages from Cmdr's that are not showing. i have seen one maybe. but the conversations going on imply there are several commanders here.
can anyone point me to whats going on.

docking, a ship coming out of the station was solid until 200mtrs from me and changed to hollow. a commander. when he went 200 mtrs away back to solid. must be a bug.

There is system chat and instance chat. You can see all the system chat even if you're not in the same instance. Maybe you're reading the system chat?

maybe though that doesn't explain the cmdr changing from solid to hollow and back again.
on another run, bug report being created.
