Does the colonisation contact appear in contacts in the new station? From a stream I saw, it looks like they do, and you could begin colonising a new system immediately on primary port completion, but would be nice to confirm.

Given the way stations get ravaged, one by one, like there's a giant swarm of locusts buzzing across the galaxy, during a CG, I wouldn't expect much.
Still, I guess it's one of those things that'll calm down a bit after the first couple of months, once not everybody is trying to build a station at the same time.
That's what I'm doing and I fear I've made a big mistake: once the outpost is done and I'm not on the clock, I expect the colony ship leaves and further construction is limited to the small and medium pads of the outpost, requiring double the (already colossal) number of trips...

I don't think so. FDev showed off the surface construction sites, which wouldn't need to exist if we could just donate stuff to stations in the system after the 1st one was completed.
The disadvantage would be that one of your limited slots is now filled with an Outpost you maybe would rather not be there, and I don't think there's been any suggestion that we could upgrade that slot later.

Start with what you are comfortable to be able to finish - an outpost will get you a foothold in the system, and you can expand it at a later point, prepared, with no time pressure.
If you have friends helping you may start with a bigger station, solo it is a bit much, but my Coriolis is getting along nicely, already 14% done after only 6% of the time passed - not even a weekend in yet. 107 trips in total, 89to go. Still wish I started with an outpost, because the Coriolis is not ending up in the location I've intended it to be. Live and learn.
It does mean I am focused on the station construction atm ... but I am trying to build a huge space-station, all on my own. I also got friends to back me up should I struggle, same as I will be there if help is needed.
As already stated by others, don't use Inara for sourcing your CMM Composites, at least not directly. As comfortable it is getting told where to go, if you follow the herd, you will only find their leftovers.
I got a reliable source 1 jump away (2 filled), and as soon as I am back it has restocked. It was at 2000+ stock yesterday evening, over night some others have found it, told inara and it got flooded, so it dropped to low 20s. Found a new spot, bit worse but I still get half a T9 load everytime I get there. I don't sit in the station waiting for it to refill, I grab as much as I can get and fill up with other commodities that I need.
I did afk refill with CMMs at the start while cooking, but that didn't get me very far:

I hate to say it but this kind of sounds like a bunch of people standing in a room and complaining that it's difficult to scratch their own backs.... while refusing to acknowledge that there's a solution.
When the CG ends and the new supply megaships are installed, I would assume they would have a bottomless pit of CMMs.
In the meantime, scrape by or leave the CMMs until last, and hope that someone else doesn't steal your claim before you can finish your first starport.

Sure, but at the current rate, every bit helps I guess. It all depends on their refresh rate. If they refresh a Cutter load per 10 minutes it's already cool, because I hate planetary landings

You forgot to tell the whole galaxy and inara where those good stations are. Which you definitely should, so they can also be stripped within minutes. So tell them in a week
BGS state change? The Election state absolutely kills CMM production (~0.03x!) and is quite common.
It looks from my data that Frontier has applied 5x to supply caps and changed the approximate resupply rate from roughly "takes a week" to "takes an hour". That should be enough to make it fairly plentiful if you avoid the dodgy states.
