A few days ago I went into the Hawking's Gap. The Codex on EDSM and ingame showed zero confirmations. It has now 38. Does that mean that nobody was in that sector since the release of the codex ? Does it get reset after some time ? Or is it just a bug. I cannot imagine that nobody was there since the implementation. And usually when you come into a sector with zero confirmations you have your first entry in the codex, not the CMDR name but the system name.

Confirmations are specific to you.
‘Reported’ are across the entire playerbase.
Whenever you enter a region you’ve not been in before, the number of confirmations should be 0, as you’ve not been there to confirm anything previously.
Number of confirmations will generally go up rapidly in the first couple of systems in a new region as it’ll be the first time you’ve discovered those star and planet types in that region.

It's not just you, nobody has. Although Frontier promised adding some, there have been zero rumours in the Codex when it launched (Beyond Chapter Four, 2018. Dec.), and none of the later updates added any new rumours either. That should come as no surprise though, as they also didn't add any new exploration content.
