Discussion CollidedAtSpeedInNoFireZone_HullDamage : Meaning ?

In the journal, there are these events : CollidedAtSpeedInNoFireZone_HullDamage and CollidedAtSpeedInNoFireZone. When you do these " Crimes " you are fine for 200 and 100 CR .
It is when you are speed under 100 or more ?
And why, if you are under 100 and some player's eagle collided with your ship, it is you who is killed by the station ?
If someone has the answer ?
 
Fist one is if you were speeding and inflicted hull damage. Second on is simply a collision while speeding.

You should not be destroyed by the station if you are actually below 100m/s when a collision occurs, even if the other ship is destroyed.

I was leaving a station at 85m/s I got outside and was flying at the same speed in a straight line, a local authority ship crashed into me. I GOT A FINE FOR DANGEROUS FLYING. That is dumb because the local authority ship was flying at high speed right across a busy station exit, I'm not the one who should have got the fine.
