Colonization: How do you go about upgrading an already existing settlement?

I've looked all over the interface and here and on Reddit without any luck.
How can you upgrade your settlements? I want to upgrade two level 1 extraction sites to level 2 but I can't figure out how to initialize that. Any help appreciated. It's probably something obvious that I somehow missed.

I believe once you have built it as L1, L1 it is for life (at least for now).

Go to your next settlement, in a different locatin, and add a L2.

Anything placed, even if it's still under construction, is permanent. There's no undo button. It can be particularly annoying when someone is trying to place an asteroid base and they select the wrong ring. It's permanent...

That's kind of a disappointment. I'm sure I've seen the word 'upgrade' used in the colonization instructions in game (but no detail, something like 'go to the colonization contact open the map and choose the site you want to build on or upgrade' or words to that effect). Oh well, thanks for the quick replies.

I guess one practical problem here is there'd need to be both the existing asset and a new construction site to add materials, both in the same location, meaning a shedload of extra development work to provide a way of doing this consistent with the existing game elements.

I do think it would be a great addition though, if they could pull it off.
