Been sitting in a station i've been using for the past week to rank up via combat missions. Waited thirty minutes, got five refreshes of the board, only one or two combat missions spawned and they were locked behind elite. Started doing the relogging thing with open to solo/private, refreshes each time, have still yet to find a combat mission I can pick up.
