The new C&P isn't exactly fantastic but you're never locked out of anywhere for longer than 2 hours right? Unless your notoriety is high.

You'll only be locked out - denied docking - if your Reputation with the station's owner is Hostile.

Notoriety doesn't lock you out of anywhere.

I got 3 notoriety point last night after a bodged base attack.

Momentarily I was disgruntled but then soon realised it made no difference to my gameplay and carried on.

Well actually that's not strictly true: a few bounty hunters attacked me but then that netted me about a million creds in extra bounties so....
