Comms Jammer and damage to impact telepresence control

Telepresence is like any kind of remote control, it requires a stable signal to send and receive data.

It's about time damage and certain counter measures have an opportunity to temporarily break such signals in a similar manner to targetting.

Damage is pretty straightforward. Sensor module damage can yield ever more frequent telepresence glitches as it accumulates damage. Eventually becoming totally inoperable.

A new counter measure device (jammer) can be used to create temporary comm blackouts via comms jamming. It operates like a mine that is activated immediately and lasts for a certain amount of time and then self destructs. Comms jamming is illegal and if an authority ship sees you use it, you will immediately trigger the same consequences as using an interdictor. Jammers impact friendly and foe in a range around the device being dropped, including the owner.

This comm blackout would have secondary effects as well such as making wings unable to communicate (npcs would become uncoordinated, not register foe changes if damage occurs during this blackout period, etc) Human wings would similarly not automatically trigger foe status if a wingmate gets damaged while within the range of a comm jamming. Reporting crimes is disabled during the blackout period and ID lookups including kws wont work while you are in range of a comm jammer. If a non-wanted ship dies though while in a comm blackout, their escape pod will eventually tattle on you and you will become wanted for the crime.

Comm jammer mines have an effective range of 8km in all directions and last for 30 seconds. They will trigger point defense and have a 3 second delay. They do not impact targetting. SLF's caught in it's area of effect lose total input and will either continue with whatever the last command was before losing signal or all thrusters will stop and it'll travel by inertia until exiting the area of effect or it ends. If a player is in a fighter while this happens the viewscreen will go black and your HUD will say Signal Lost ... you can wait there or switch back to your ship. If the SLF dies while in the blackout, your ship wont register or note the destruction until the blackout ends or the remnants float out of the area of effect. Until then, it acts like it's still active.

Using a comm jammer wont cause ships to treat you as hostile if they enter the area of effect. The exception to this is authority ships. so you'll want to be careful around civilized space when using them. This also holds true for CZ's if any friendly's get caught up in your area of effect.
