Newcomer / Intro Completed objective but no one at return location.

I completed mission objectives but the return location is a settlement that is abandoned, unable to turn in mission.

In the ship, left side HUD, there should be a tab with your mission on it (might be somewhere on the Transactions tab). Can you post a screenshot?
Mind, it could very well be a bug - there are a few in this game.

Resolved! Powered the reactor at the empty base and was able to use a terminal to complete it

You can hand in missions at abandoned bases from your ship. When you get to the settlement just ask for landing permission like you normally would and the landing pad will light up. Go ahead and land then open the mission board from your ship and you can hand your mission in.
