Yeh - I bought on PlayStation for the discount and then manually transferred 2-billion to PC ... so now neither account has the funds to buy a new one at the full 5 billion!!
I guess you already decommissioned the PS carrier, you could have shuffled all the cash back to get a full transfer.
I have a cunning plan … will clear-save on PC and then use the console -> PC copy feature. Once I subsequently have enough credits on my new PC account to buy a FC there will still be all those credits on my PlayStation CMDR that I can transfer over. I am torn if I should liquidate my PS5 alt account too, as that has 1.7B and that wont be able to go anywhere. I guess if I need the cash I can always transfer later. I wish they would allow us to move alts to other existing PC accounts. As I have the free Epic account doing nothing. As its one account transfer per copy of Elite understandably.

Ideally I want to decomission my FC on Xbox prior to transfer, and have a few other things tidied up - but that is going to need a little preparation and notice. But equally I wouldn't want to decomission early and my Xbox cmdr be FC-less for an extended period. Presumably FDev want as many to transfer as possible with their eye on maximising the longterm player base - so I am hoping there will be a reasonably generous window for transfer applications, with dates set for indivudual players when the application to transfer has been made.
I also presume there will be some sort of notification on Consoles themselves? Far from all console players come here!

If you have a friend, you could use their carrier and buy and sell orders to shuffle money back to your PS account. Have them set a high buy price of Trit for example, have your PC account spend money, get trit, then have your friend flip it around and sell it back to him for cheap, then rebuy it again expensively, and so on until he has the balance. Then, have him sell if to your console cmdr for cheap, then buy BACK the trit for expensive and transfer the creds to your console commander. Then transfer when the portal opens.

My understanding is it is something to do with how Microsoft and Sony deal with micro purchases and possibly money laundering laws, so probably yes it is.
