Criminal bases/mega-ships - Planetary cliffside/mountainside dwellings/illegal bases

- has a mission giver/provider
- Criminal mission giver provides specialized missions that can only be obtained at underground/illegal bases

- has a blackmarket
- Criminal underground market sells and buys specialized contra-band commodities that are only bought and sold at underground/illegal bases

- Has a passenger lounge

Until the planet generation system is reworked any-underground-thing needs to be custom designed and inserted into the game so it's probably not going to happen on any sort of large scale. I hope the 2020 update also includes a new body generation system that allows for procedural generation of caves and underground bases, would certainly fit for icy bodies.
