Whatever that object is, it would either be an F,O, or a Wolf-Rayet class star in what appears to be the outer rim. "Obscured in the Outer Rim" was a title for an old Raxxla related mission.
Using the Andromeda galaxy in the background as a reference point, it would possibly be in either the Formadine or Dryman regions. Unless the Image is mirrored.
EDIT disregard location theory entirely. However, this is definitely on our side of the galaxy.

The forum is mentioned in one of the messages that appears on the loading screen (while your ship is spinning around) - or at least it used to be and I'm assuming it still is. That means every single player of the game is alerted to the the forum's existence implying that Frontier want people to use it as a source of info. To then ignore the forum when posting stuff like this doesn't seem consistent with that, in my view.
Not that it makes any difference to me on this occasion as I have absolutely no idea what is going on regardless of where its posted. Binary schminary

I investigated the posts, the image data and content thereof in great detail overnight, it was quite difficult but I think I worked it out and my conclusion is that it is

I know nothing about binary but it seems that, so far, decoding the binary has resulted in:
