The effects of exploration data still seem somewhat random at the moment. Although it is possible we don't understand the new mechanics with the states yet to make it reliable.
My problem is that I'm not entirely sure how the BGS works and so I can't submit a bug report because I don't know if it's working as intended. I'm just a casual player and I just want to lend a helping hand to my faction every now and again.
So the BGS is broken. Is there a guide somewhere of the things that still work? And where's the best place to check to see when the BGS is fixed?

I assume that the tick is stuck, but it reads like “stuck for days.”
Was there ever a tick stuck for more than a day previously?
I seem to remember a bad patch update that had a two day hiccup - or was that this current chapter when it launched before Christmas.

There was one such multi-day hiccup that I recall, but it was a while ago. That one also included a reset that obliterated days of work as well.
Nope not obliterated, in FDEV's words it was like a hosepipe they'd stepped on. When they took their foot off it all came out in a rush.
No. In the instance I am referring to, there was a two to three day reset back to a previous state of the galaxy. This is recall clearly, but the proliferation and persistence of bugs on bugs on bugs makes it hard to remember all the finer details.

Thats been and still is a major problem with the BGS.
Frontiers reluctance to give information in the game on what does what in the BGS.
In the past they have done forum posts and videos which you can search for but they are old and quite often things no longer work that way.
There is also plenty of educated guess work done by players, then posted on forums and social media etc. which can be correct or can be wrong and also is often out of date.
I would suggest that they put the information in the Codex and update the information when something changes.
One location within the game where players can see what is supposed to do what with the BGS.
They don't have a clue since BGS design was outsourced. Just coming back to bite them directly to the butt.
