Detailed Surface Scanner

It keeps track of co-ordinates you stored. So you have to go there first, then hit save this location or whatever the terminology is.
Tbh I haven't tried it yet but it automatically adds planet bases when you dock at them. They appear as a outline icon when you next drop into orbital cruise.
It's an overlay system rather than anything "in" the game interface. Just in case I was leading up the garden path ;)
 
The discovery scanner isn't involved in the surface scan at all.
You can do a level 2 scan even if you don't have an ADS or DSS. Just ship sensors.

DSS is needed for level 3 scan. Level 3 scan gives much higher payout when selling exploration data.
Level 3 scan is needed to get a surface map and list of materials in the system map.

AFAIK, you can still get first discovered tag with just a level 2 scan.

Not sure if was a bug or not but just after 2.3 went live, my level 2's had materials. I only tested it because I'd raised a bug report that level 2 didn't put the body name into the journal and that was fixed in the patch notes. Would need to retest to confirm in 2.3.02
 
... However.....if you install and use TCE (Trade Computer Extension), it will pop up a little mini map and show you direction and stored locations. Only within about 100km though, but it's something :)

TCE will show all stored locations planet-wide with the Planetary Map panel and the Minimap panel will show, what is near (100km max.) to you.
If you know the latitude/longitude coordinates of a location, you can simply add them to the planetary map and TCE will guide you there.
