This. Basically, needing to buy a new set of 'throwaway' high-tech drones feels and sounds stupid, appearing to just be 'another tax', which is not fun; no-one would design drones to be throwaway, no-one at all.
Why not? It's a question of cost effectiveness and convenience.
Why design a disposable camera? Because the real money was in getting the film developed. Why are inkjet printers so cheap? Because the real money is in the ink cartridges. Hell, there was a time where I could buy a replacement inkjet printer (with cartridge) for LESS than the replacement cartridges (so naturally the cartridge they give you is only half full). Why do we use plastic bottles for our pop instead of glass?
Making something disposable isn't about it being a tax, it's about perceived convenience. And often times that's chalked up to marketing.
Need an in-game explanation? Consider how many ships have to be built in the Elite universe, how many are destroyed every day, and how cheap it is to replace them thanks to insurance. Mass production of ships is probably the real economy in Elite, not selling Platinum. Mass production is clearly everywhere. How is it not possible to design drones that are meant to be as cheap as possible so that they're only guaranteed for one use? If it's marketed for its convenience and your return on investment is high enough, people aren't going to complain, and it's easy for it to become the norm. There are plenty of things in everyday life that could be different or easier, but we put up with just because "that's the way it is".
Honestly I just don't see it as a huge deal. Just chalk it up to marketing gurus long ago convincing pilots that this way was easier and more convenient for them rather than having to maintain their old reliable/reusable drones. The market spoke, and we're living with the consequences, for good or ill.
