Open for DW2...
There are currently more players in Fleetcomm than in Open, so your chances of meeting other people in Fleetcomm are much better than in Open.
A lot of those people who fly in Open around the DW2 fleet also have one aim only in mind (and the ships outfitted for that purpose): kill as many other ships as possible. See the Distant Ganks 2 threads.
Wings (or Squadrons) don't come in to that. They're competely optional. I'm not in any wing or squadron, and still usually can't move inside a station for all the other players around (in Fleetcomm). Wings can be useful for pulling people into a specific instance (for mass jumps e.g.) or for increasing payouts in bounty hunting, or specialized roles in mining.
So, if you want PvP and have your ship outfitted for that, play in Open if you like - but you'll be chased and probably killed by some very single minded PvPers. And don't complain afterwards. Otherwise, use Fleetcomm, Mobius or any other friendly private group.
