Do new resource sites spawn with higher levels?

If so, is this based on the systems security level alone, or are their other factors?
i.e. on what conditions will a new hazres generate where there previously were none in system?
 
Very occasionally - with a major version release, I think twice in the last five years - I've seen the types of each RES get shuffled around, but this didn't change the number of RES in the system.
Yep... i think some updates change minor procedural seeds, e.g when hotspots got changed. But that's the only time things change; certainly not a dynamic game event.

Shame, it should be dynamic really. The lower the system security the higher the rating of res sites.
 
RES sites are primarily "rated" on how good the mineral content is, which should not, logically, change dynamically in the short term. The scaling of pirate difficulty is a side-effect of the increased mineral wealth available in higher-quality RES sites.

Logical. Then it should also logically follow that the instancing of pirate activities (size and ranking of spawns) should increase/decrease related to the security of the system. So even if the actual quality of the resources doesn’t change, the rating low/normal/high/haz should fluctuate.

did you compare/track pirate spawn through different security levels?

there are a few modifiers to look out - population and the ship you are in plus your rank afaik, plus ofc the general spawn per instance - but i wouldn't rule out, security level does affect pirate spawn.

might be an interesting project to get statistics.
