Yep... i think some updates change minor procedural seeds, e.g when hotspots got changed. But that's the only time things change; certainly not a dynamic game event.Very occasionally - with a major version release, I think twice in the last five years - I've seen the types of each RES get shuffled around, but this didn't change the number of RES in the system.

RES sites are primarily "rated" on how good the mineral content is, which should not, logically, change dynamically in the short term. The scaling of pirate difficulty is a side-effect of the increased mineral wealth available in higher-quality RES sites.
did you compare/track pirate spawn through different security levels?Logical. Then it should also logically follow that the instancing of pirate activities (size and ranking of spawns) should increase/decrease related to the security of the system. So even if the actual quality of the resources doesn’t change, the rating low/normal/high/haz should fluctuate.
