Do Rail Gun's go up to size 3?

you can stop looking, rails does not go higher than size 2

I will be getting a Cannon probably as I like carrying artilary with me. Though can't see why Rail Guns don't at least go to 3 so as to fitt he Vultures large hard point, or make a Conda into an artilary platform that isn't as hit or miss as Cannons.
