Do reverberating cascade torpedoes need an adjustment?

If people want to stack shield boosters, sure. It'll motivate cmdrs to equip ships in a more balanced way.

But if the torpedoes aren't buffed otherwise, why would anyone drop their total health pool for something that's so easy to counter?
For PVE, this sort of a buff would be also quite crazy, you could pop elite pirate lord shields with 1 torpedo.
 
A friend interdicted me yesterday while I was in a PvE Krait I use for assassination missions. In total it has 8 reverb torps, 4 deep cut torps, and 2 long range Hammers. His ship was a PvP Krait with frags and plasmas. I fired off all 8 reverbs in 4 volleys of 2 and took his shield gen down to 28%, so I think there's some quality control issues at the torpedo factory. Anyway, I used the 4 deep cut torps and that dropped his shields, but because I stupidly didn't target his shield generator it stayed at 28% while a bunch of his other modules were shredded, like his FSD and PD. I used the hammers to finish off the shield generator, but ran out of ammo when his hull was down to 16% or so. Meanwhile he had taken my hull to about 40%. A last minute ram finished him off with me at 20% hull.

The neat thing about torps is they keep circling for what seems like 5 minutes. It was one of those "forgotten" deep cut torps that really hurt his ship.

Final note is that that was the best fun I've had in this game.
 
Can someone explain to me reverberating torpedos, I used them today on a ship which was obvs a shield tank and I only did 6 percent damage to his shield generator. I fired of 6 torpedos at 1200 range with 30 seconds apart and did legit nothing to this dude

If he boosted into the torps then it's possible they didn't have time to arm.

Two things you need to factor in, the warheads need a few seconds to arm, they also briefly inherit your ships current velocity. Very important to time the launches correctly.
