can it be that FD fixed the "I got allocated to a pad but an NPC is already occupying it" issue but you get more docking request denied as a result?
Got this a lot over the last two days, I just parked in front of the slot and requested permission every so often and each time a ship left, I usually didn't have to wait too long in real time it just seemed like it.
