That's an easy one to answer: if somebody leaves a pile of cash out in the open in their garden for all to see, going in uninvited and taking it is still theft.

I remember in the late 90s and early 00s when folks changed the head skins in Unreal Tournament & counter strike to solid red & green, but they didn't use aimbots(the early ones tracked colors with your mouse pointer instead of something else).

I agree that technically this is against the TOS, which can get your account squashed. But, I don't see how it's illegal in any way.
The violation of the intellectual property ? Buying the file does not make you owner but just gives you the right to use it (like Windows for example).
