Does pending outbreak block conflict?

Ok, it's been a while since I've played. I recall that a conflict cool down (3 days?) can block a new conflict from going pending, and inf has to be above a minimum (5%?). What else blocks a conflict from going pending (assuming one MF passess another and is close (<5%?)?

Other info: MF A passed MF B. A is now at 12.9 and B at 11.9. MF A and B has had "none" state for at least 5 days. MF B has pending outbreak and expansion.
 
Conflicts (except invasion conflicts) require:
  • Neither faction is already pending (1 day), active, or recovering (1 day) from a conflict
  • The two factions crossover [1] at >=7% influence
  • At least one of the factions owns a transferrable asset.
The presence of non-conflict states doesn't matter, and nor does how close they were before the crossover or how far apart they would have been after the crossover if they hadn't entered a conflict.

[1] There is some complexity where a faction "would have" gained or lost enough influence to crossover multiple other factions - in that case, it might not lock into conflict against the "first" one it crosses.
