Does anyone know if this bug has been fixed? I'm thousands of LY away from any Station and would like to repair mine...

I'm pretty certain it has been, but yours is broken either way so fill your boots.
There was a workaround. If the DSS get's turned off and you can't re-enable it, just log out and log back in. It will be re-enabled automatically.
