"Better in jump range" is dependent on outfitting and engineering choices. It's not a simple matter of "x ship is better than y in jump range".
The table matches 'default from shipyard' states of ships as they are found ingame, including coming with an E-SCO FSD on the newer ships.
Now, whether that's useful as opposed to the more arbitrary stuff - personally, my opinion does lean towards showing the potential capability of a ship than listing variables that'll never apply in practice.
