Seems possible. My total installation size is just under 30GB. Of that, 13.4GB are Beta files (I'm on the Beta programme, obviously.)
Not sure if that 13.4 is just from the 2.3 Beta though; it's likely that it contains files right from the original Beta launch of Horizons.

You're running on Steam?

Steam is inexplicably 19GB while standalone version is 13GB.

It's not an additional GB anyway. The total used disk space will be 13Gb, or 19 if you're on steam.
