Allow me to clarify my question :what is the criteria for it to be considered good enough to begin porting it over ?
I don't think they know. It's one of those if it gets there they'll know kind of things. At this point, I'm just hoping Horizons is patched up enough to stay stable enough for me to continue to enjoy for a while. Doesn't take too many crashes for me to get fed up and move on to a different game for a while.

This is actually a very good question which hasn't been answered. (*) Its been asked a bit though. 😉

(*)By FDev. Everyone on the forum has an opinion of course.
It is a good question, which has only received placations rather than any detail.

As one of the forumites wiv an opinion, mate... I don't honestly think they know when performance improvements will be 'significant' enough to consider the port - this improvement target appears to be being pushed further into the future each time it is mentioned for the PC version!
 
And on that day I'll be taking the train to Cambridge with a picket sign.

Seriously though, ports are when your gaming engine (i.e. Cobra) doesn't work on the hardware, so a lot of effort is spent moving to one that does.
This problem is simpler, since Cobra already runs on Console (e.g. EDH), I'd bet all you are waiting for is for the issues in EDO to be sorted so that it runs well enough to pass Microsoft and Sony QA.
