You, I and most people I've talked to are in agreement about when you are involved in powerplay, then you have to accept the consequences of powerplay. However, the vast majority of casual players, when told about the PPP and there's no way to avoid them if they're doing non powerplay stuff have said that they'll give this feature a pass. It's is a shame because ;-
  1. They'll miss out on all the features that Fdev have been working on with this thing for the last couple of years.
  2. We'll miss out on a vastly bigger player base for this under-rated feature.
It is down to the power players to recruit their ranks, you can pay folks with team mission payouts; This is all about power and domination after all, what better way than with fear and then following up with an offer of safe haven and money; Perhaps your power play chops are not aiming high enough?

Addendum: In fact any power player who are scared that other Machiavellian types will abuse the system in solo mode, don't appear to have grokked that the chops required for power play, which in so far as I can work out, appear to be all about recruiting folk and getting involved in team management.

Whats needed is FD clearly saying what Power NPCs are out 'for'. Most people seem to panic and think its PPPATROMGQG (Powerplay Police Aggghhhhhhh The Reverb Oh My Goodness Quit Game). FD also have to clearly make higher participation result in greater pushback for that week, so that if you take a break or just do PP now and then you'll get 'now and then' levels of NPCs.

The Q&A specifically notes that a Thargoid attack expels the current power, so all Invasion systems should be neutral (and for now are sufficiently predictable that probably a Power wouldn't waste effort to take them in the first place, though maybe that will change once the current phase of the war is done)

My major concern is when there are events that make Elite so great, like buckyball, expeditions, CGs, and going after thargoids / titans, the PPP will put the casual powerplayer off (and especially the non power players) trying the new system because they feel that the PPP will restrict their movements to much.
Though a similar concern could (and did!) apply to the Thargoid war itself
  • it sets a bunch of systems that players can't go to without risking a significant attack
  • which systems it sets aren't something a player can personally decide (though there is some collective ability to influence it) and at least a few smaller PMFs had their systems buried under it for years
  • there isn't even the "opt out" possibility of "not signing up to Aegis", though that's countered by its largest extent being smaller than PP2 might have

And speaking of CGs, of course, there were quite a few vocal complaints when the most recent CG dropped a bunch of Thargoids on Jameson Memorial.

On the other hand, the Thargoid War was one of Frontier's most successful releases both for increasing general player activity and attracting more players to that type of gameplay specifically, while the Jameson CG was the most popular CG of any sort for over two years, with around double the turnout of the previous biggest AX CG.

I agree it's a tricky balance for Frontier to manage between the players who want things to happen in the galaxy (possibly at their instigation) and the players who don't want those things to happen to them but I think the bigger risk for Powerplay isn't that it has too much impact leading to people opting-out, but that it has too little impact (both personal and collective) leading to people not seeing the point to opting-in (or playing it long-term if they do).
 
What powerplay rewards would people like to see?

I'd like to see one of the top tier rewards paying for your fleet carrier's weekly running cost.
I like this idea, such a low value reward would show the devs faith in PP2 being enough in its own right not to need bribes to attract players.

A fill up of Tritium on the other hand would definitely be in the bribe people to play category.
 
I suggest Fdev disabled pledging until PP2 to avoid salt harvesting from those unaware cmdrs that spend time loading multiple batches of 10 merits, only to have them disappear at launch time.

I wonder if they'll balance it so that you don't get interdicted in every rival power system.
We'll have to see.

Logically it should be something like this:

unoccupied is (obviously) no PP present
exploited has a few (since its a system thats just been added)
fortified should have much more (as its a foothold and generates some influence and thus a target)
stronghold is max PP security (since its got FCs, lots of influence).
