All the first footfalls have disappeared
I guess since you're not supposed to be able to get FF on an inhabited system, the map doesn't display them either in the case where you get FF and then the system becomes inhabited.

I think in the long-term this might be the less confusing way round to do it, rather than potentially having systems later where some planets have FF claims displayed, and others don't but you can't now make one either.
 
hi. I know there are issues post patch. hopefully this is just server settling time and will be ok soon. I posted this elsewhere but this is likely where I should have put it.

now it's been patched are new claims open again now?

Well, npcs and system signals obviously spawn in inhabited systems. But the salient point is, as I've said, I don't think that's true for planetary signals, as when I tested you could find them as far as 2500 ly out, even from Colonia, it's just been a while since I actually tested that, and it is entirely possible they changed things when they fixed the Odyssey bug. I have to assume colonized systems are counting as inhabited, though, since they're definitely spawning npcs and system signals and such, even before delivery is completed on the initial station. If somebody from Fdev could clarify how human spawns are dictated, that would certainly be appreciated.
Well, I tested planetary signals recently, not years ago before Odyssey. Despite actively looking for them, I couldn't find any farther than that lone 540 ly example.
Inhabited systems do spawn their own signals, NPC traffic and all, naturally. If you are far enough from Sol (or whatever the fixed center is) or Colonia, then uninhabited systems even right next to inhabited ones won't spawn anything human.

So, it's not like colonized systems will pollute the galaxy more: actually, compared to fleet carriers, they even pollute it less, because of two things:
1) you can't spread all over the galaxy with a 15 ly range
2) you can filter colonized (inhabited) systems on the galaxy map, you can't filter systems with carriers anymore

Once the game is playable again, I'll check if the newly colonized systems actually changed anything in this regard. If I don't post here that they did, then assume they didn't.

Update: now that I could, it looks like the newly colonized systems don't count either. The Mercs of Mikunn have a nice chain going towards the Lagoon nebula already, and none of it seem to have altered the (lack of) signals.

Is there an ETA when all this will be turned back on? Will it be within hours, days, or weeks?
I hope it's sooner rather than later. Bugs/exploits are expected and as long as they have enough telemetry to catch the worst offenders they can roll those back. Of course, they might just be concerned about the rate of expansion as it is and want to rebalance how it works before opening the gates again (e.g. only allow one expansion per player per week, or increase costs)

I've heard people say weeks and stuff.
It would be nice if they would tell us, cause I haven't had a chance to claim a system, because the system I've eyed has been bugged from the get-go.
I was patiently waiting, but by now there are 4 Fleet Carriers there and it would honestly bug me, if despite my efforts I will still lose it.
Pretty certain I could have gotten it on launch, because I was prepared and everything and now this is just feeling unfair. I don't even want to move from the station, in case they turn it back when I'm doing a mission or something.

Pretty unfortunate.
 
I think it's only fair to rollback the progress of those found to be exploiting the game. It's only fair to those who have been spending several tens of hours hauling goods just to get one system finished.

Er, it does remain on SOME systems. Of my two systems, one of them has lost FF's and the other has it. Now, I couldn't swear to setting foot on a planet before the beacon arrived / was ejected. But I could swear I'd seen some pre-Trailblazers Bubble systems that had First Footfalls on some remote uninhabited moons. (Also, in the second system with "no" , I've found there actually is one, on the innermost moon that is "unsuitable" for colonsation - however the other "unsuitables" have lost their !!!!

I made it back to the bubble after months exploring and a journey of 30k LY, only to make it back just in time for the pause. That being said, I'm going to try and be patient (nothing else to do really), but what was being exploited?

I don't think they know, hence the need to investigate, but the result was that a single player was managing to complete station after station near-instantly, which is physically impossible with the amount needing to be delivered (even from a fleet carrier) and got something like 11 systems in an impossible amount of time (whilst being the sole contributor on the list).
 
I managed to complete my first initial claim yesterday and I'm pleased with it (total time from start to finish was a couple days solo hauling, using a FC, and felt OK for an outpost... not sure I've got the patience for much more than that but we'll see). I was under the impression that it would "move over" to an official outpost with the server weekly reset, so I was expecting my outpost to go from "Under construction" to an actual outpost. Do I have that wrong, or is there some additional delay before it is "official"? Is this pause impacting that, or do I have to complete more deployments within the system, such as a settlement (which I'm about to do), or some other things?

I can dock with the outpost and there are some services available, including missions. But it says this everywhere still:

And the concourse is basically empty except for the Apex and terminal.

I apologise if this was in the tutorial and I somehow missed it. But when I read it, I expected my finished outpost to no longer be in this "under construction" state from today. Any help would be appreciated, thanks :)

If you finished before the tick/Thursday morning maintenance downtime, it should've become fully operational. FDev are investigating why some haven't. Also, I heard there may be a further game update tomorrow.

What tutorial?
 
I have an outpost, an installation, and a settlement finished and my outpost is still showing "Under Deployment" as well.
One of my two outposts is similarly afflicted. Finished it before the maintenance downtime. Haven't checked the other one yet, completed days earlier.
