Because "pinky swear" is not how age ratings work.
Seems to work that way for the idea that communications from players wont be explicitly adult because they assume fdev will punish users if flagged or censor them. If that works to make any game that lets players chat to others directly not adult rated despite me being able to type whatever i want in it, then it should work the same way in reverse. If a player lies about their age and clicks the button to see 'adult' content, then fdev can punish the account the same way i'd be punished for saying something in chat now. The ratings system is happy with one option to set it low now, the other option should be ok as well. Both operate on the same honor system.
Otherwise elite horizons got pegi 7 even though i can curse and say whatever i want in chat and unless someone reports it, that's fine. So why would a logo be any different?
They didn't "pursue" a rating. They created the content they wanted and had it rated afterwards, and obviously decided not to alter it to get a lower rating. Ratings are given based on the content you create after you submit it to the ratings board. Familiarize yourself with what PEGI ratings mean:
But i think they did pursue it. They tailored what they built to meet the guidelines because they wanted to and liked this idea of kids playing with middle aged elite player parents bringing the game to a new generation.
I think they're well aware of ratings when making game decisions.

I also doubt anything logo wise is any worse than the violence of shooting other human characters.
So i doubt the inclusion of player supplied logos would change the rating or require anything more than the current reporting system for harassment.
I just also think the idea that such reporting or censorship rules needs to consider children is an unnecessary hindrance to the game. Let the parents protect their own sensibilities and dependents and give them the options to do it. I dont see why shifting who promises to police things matters to the ratings so long as it's possible. Either way it's just a pinky promise (in regards to the user supplied content being discussed)
