1) Have you installed a new launcher version that came out recently in preparation for a big game update?
If not, download it from here: hosting.zaonce.net/elite/Client-Installer.exe
You may be missing C++ redist or some other crucial element

2) Try validating the game data through the launcher options.

Just got the same issue. If you launch the game from the file location it will run. However, I don't think steam reads it as running, so you might not get play time registered.

Ah, so it's steam issue, rather than the game.
Well in that case I guess you should try to resolve it with them.
