EXCEPTIONAL SCRAMBLED EMISSION DATA where when and how?

EXCEPTIONAL SCRAMBLED EMISSION DATA... as the title says where when and how do we get these? a friend wants level 3 beaaaaeeeemmmmmssss.

I've got a ton of them just from scanning ships in SC and while bounty hunting. (just the basic scan to see if the ship is wanted) They are also quite common as a mission reward.
It's one of those crafting mats I have to discard regularly.
 
This is a VERY COMMON data item. You can get them quite easily by just scanning ships - pretty much any ships. I think you can also get them from other sources such as satellites and private data beacons - but ships is much quicker.

How? Just go into supercruise, fly 1500ls out from the sun in a highly populated system in BOOM state. Line up with the Sun, and just target each and every ship until scanned. You should get a dozen within 15 minutes.

My friends been searching all day and I even had a look NONE! anywhere.

Tried boom systems, tried anarchy and tried those in no state busy and quiet systems with different size populations.

Tried supercruise, tried res sites, tried USS and tried hanging around stations tagging ships.

Might bug report this!

Unfortunately you are simply running up against the usual RNG frustrations!

As others have already mentioned, you get these by scanning ships in SC. Just make sure that your DATA capacity isn't full, so that you actually obtain these scans when you get them.
 
Bumping this because I'm trying to engineer my SCBs before the update...and to my horror I cannot find them anywhere. Are people still getting these since the last patch? Because I think they may have vanished from the game...and at elite rank I don't think they show up as mission rewards...

Currently have a grand total of 2. One picked up on the 14 Jan, the other this morning. Both as a result of mission rewards. They certainly seem to be rarer than expected. But they do exist

Now that 3.0 will allow you to store up to 100 of these, I would venture to say that once 3.0 goes live, this particular data item will no longer be an issue for anyone.

In fact, there will be very few data or materials item that will not eventually become ubiquitous for the majority of players, simply by playing the game.

sb, I think you might be right. Imagine my surprise to note that I don't have any of these either and I scan everything I see...hm. Will check tonight, but basically, my technique is as follows just for the record...

Head to a system with large population, billions, any system will do. Accelerate to at least 30C to allow you to 'sense' most of the ships around you (your sensor range in SC is limited by TIME, not distance, not a lot of people know this!), then literally, go through available targets, face them, scan them. Combat/Authority ships definitely give general data more often, this is a very common type, but there are also other common types that are gained by this method so if you don't have much luck, keep going it's just unlucky that this data type didn't spawn.

That would indicate a bug, as they can be found from ecnoded emissions USS, scanning ships in SC, AND mission rewards. Judging by the fact that I don't have ANY (that's just incredible), unless I recently dumped them for some reason and forgot about it (possible). Again, I scan most ships when I'm in SC and would expect to have a large stock of these.

You mean materials broker I assume, and yup, you're right. Bugs such as this (if it's a bug) will no longer be a priority once we can trade for whatever we like. Interesting. I wonder if this is a good or a bad thing.
