Hey all, I've been largely a silent member of the Shadow President's faction up till now, but these last few weeks have left me seriously worried. For the third week in a row we are in turmoil and we've dropped all the way from 3rd to 7th in the galactic ranking. Does anyone know what the hell is going on??? Is there a dedicated faction undermining us every week, did we expand too fast, what?

Well if you want a very short version: In the past the vast majority of Winters effective merits was done by a (in comparison to other powers) rather small but very dedicated group of players. Most of those players quit PP after FDev delievered a very unsatisfying fix to cycle 52 (the cycle did end two hours late, there were no expansions,...). If you want a more detailed explanation I'd suggest to read this post. There are still people left defending Winters (if you want to get in touch with them the Winters subreddit is a very good starting place) but they currently do not have the numbers to counter the continuous attack from ALD, Mahon and Patreus players that has taken place over the last weeks.
Thanks for the info, it was an interesting read. Apparently, I'm going to have to start being more active in PP, because I'll be damned to hell if I'm going to let Ms. Winters fall all the way to #12. Time to buy an unshielded Type 9!
On the list of things I'd never recommend anyone to do in this game buying an unshielded Type 9 for fortification has a rather prominent spot. Fly risky
