Sadly, for some, it'll be a bit too late. But, your statement isn't true.
I gave up on getting my Admiral Rank ages ago, and have since been messing about out in the Independent Boondocks.
Most of my missions have been Long Range Delivery and Courier missions for LOW Rep, LOW Influence from Independent Factions into Fed space. I have accepted NO missions for Feds in that time.
Today, I spy Naval Missions by the bucket load and am now Admiral !
Either Randamonius smiled on me today, or the associated faction that you deliver to has a Naval Progression effect !

Have you cycled between Open, Private Group and Solo play? Do that all the time and they will pour in.
I have tried this, hasn't given me a naval progression mission for days.
I get naval progression missions, and tried one last night to find an artifact in a ship wreckage, but I searched wreckage beacons and unidentified beacons, and didnt find anything. Where do you find stuff like the [stolen] artifact?

You need to make missions for minor factions allied with federation (or whatever you need).
The only direct "Fed/Emp" missions you will find are the ones where you get promoted. And you will need many missions (there are a few posts around....) to get the high rank promotions (we talk about hunderds of mission for s single promotion)
Funny, it was 36 for me from Squire to Knight and 94 from Knight to Lord. Maybe there's a RNG kicking in at xx missions (dependent on current rank) that then goes up +1% (and later +0.5%) per additional solved mission or something.

From what i red on the forum, yes, there is a RNG involved.
These are the donation missions, the ones for the local federation minor factions...
I find doing local donation missions spawns the naval progression missions. Much to my surprise I was out and about this morning doing some smuggling missions, and accepted a charity mission also. When I returned to the outpost of the charity mission, there was a progression mission available. I am now a Warrant Officer in the Federation.

Either this or the value of the donation and/or cargo delivery have an influence on the number of missions for rank progression.
