Did you park it in the white zone... because the white zone is for loading and unloading of passengers only, there is no parking in the white zone.

Considering that loitering is a crime punishable by death and a fine - however great - is arguably a lesser punishment, this could be for any tiny infraction. Did you spit gum anywhere?
had something similar happen to me night before last. I was in my ship docked at a station decided to walk away and take a quick nap so I could stay up and play longer..... well two hours later I woke up with a disconnected error when I logged back in I had a 2400cr fine to my name.... no clue how since I was just sitting in the berth.
Back in beta 1 when I had point defense turrets on my Cobra occasionally they would go off and fire toward missiles outside the station and it was interpreted as me attacking the station a bug yes but an understandable response from the station. Now in a plain vanilla sidewinder with fixed lasers not sure what happened.

On the other side of the spectrum, I was investigating an unidentified signal, turned out it was a pirate duking it out with some police vipers... I helped out the police, but forgot that one of my cargo hauling missions is about to expire.
So I end up with stolen goods onboard, they scan me and fine me... 1cr.

There's more. I found 15 Combat stabilizers in my cargo. I did not buy them. I bought something else, forgot what though.
I cannot sell these, I get error messages at different stations.
When I dump these I loose the investment in cargo too
I guess the fine / cargo data is messed up.

Are fines showing up on the holographic panel for you guys? I've gotten a couple but I can only see them at a station.
Sounds like you took on a contract from the bulletin board, and the time limit elapsed. This leaves you with cargo marked as stolen. I nearly came a cropper because of this today, but luckily checked my cargo before trying to dock.
No the cargo is not marked as stolen.
I can enter stations, even start the selling but the the sale fails
Exit the station, jettison the cargo, scoop it up again, and then try selling it. That usually works.

If that doesn't do the trick, then I'd suggest dumping them somewhere. I have no idea about the fine though, so you might want to ticket both issues.
