I'd like to see a slight tweak to the NPC traffic around fleet carriers, in that the system authority vessels should instead be owned by the FC instead of the system, and as such appear in the instance where ever the carrier is, even Anarchy systems, the instance (local space) owned by the carrier, much like stations are. I know that FCs use the station code, so this wouldn't be that much of a change in how the system authority vessels work.
This tweak is to work with the existing carrier security of the station gun the carriers have in protecting the local space. So the owner, allies, and neutral parties, even notorious commanders should the owner allow them, will at least feel like they've reach "safe ground" by getting to the carrier instance, and that so long as they don't attack the carrier, patrol ships, the owner/allies of owner, they should be safe.
Now to be clear, the patrol ships/system authority vessels will not pursue aggressed CMDRS into super cruise, they will not cruise the system, or even the local space around the planet, they are only for the carrier instance itself, no more.
