Horizons Found a system with something interesting going on - how to investigate?

Only been playing about a month and want some advice.

I have taken up temporary residence in a wealthy agricultural / industrial system and there are a LOT of deliverys of agricultural products to a nearby system with one outpost. As many as 10 or so at a time without stacking.

Making some deliveries to that system, i saw another cmndr in a type-6 and hailed him "greetings cmndr", he was behind me in supercruise, and he promptly turned back toward the star and vanished. (im in a python)

While delivering to the outpost, i saw another type-6 taking off from the planet the outpost orbits and frameshifting out. There are no surface installations listed in the map on that planet and i have honked the system a couple of times with an advanced discovery scanner.

Whats the best way to find out what the type-6's might be taking off the planet? Is it possible to do surface mining? im especially interested because one jump away there is a system that has meta-alloys listed, none ever in stock but listed nonetheless.

Would help if you did detailed surface scan of a said planet and posted it's info tab. Quite likely it has high concentration of some rare material such as arsenic, that might attract commanders.
Also, one of the persistent big ship wrecks might be there.

Actually it turned out to have an atmosphere, i think i got it confused with one i landed on in another system. I think the other t6 must have just been hiding from me or something idk. I couldnt find anything in the system that i would think warranted a trade wing, except maybe a local outpost with an exceptionally good deal on superconductors.
