Offline mode, an addition to the existing three game modes, was added to the Kickstarter scope about halfway through, and was, sadly, cancelled just before launch with Frontier citing that it would not offer the desired player experience, i.e. experiencing and affecting the shared galaxy.ahem. Add offline mode, (That Orange Sidewinder is the worst ganker in the Galaxy!)

The aim of the PowerPlay is to fill some PVE buckets, more and/or smarter than the enemies did.
People are not an optional extra since they are the only ones actually resisting the plans of the other powers. The NPCs don't do that, leading to a drag race of grinding....grinding which turns a lot of people off because its the lowest form of gameplay in such quantities required. Just look at the drop in CG attendance recently to see how grinding (even for huge rewards not apparent in PP) wears people out..... and yet, even in Powerplay, people are an optional extra, in this game that we all bought on the same terms with no requirement to even tolerate PvP to engage in all game features (except CQC, of course).
Unless NPCs act as the resistance in PP and do their jobs, territory is meaningless in Powerplay because flying through a rivals space loses any practical meaning.The ability to shoot at anything one instances with, which includes other players, in both of the multi-player game modes sits alongside the choice of three game modes that all affect the single shared galaxy, the block feature that Frontier included to allow players to excise particular players from their gameplay, and the menu exit feature that Sandro advised us use of which is permissible at any time (even though he acknowledged that not all players would agree with Frontier's stance).

General traversal is far too safe in a feature about confrontation with ten other powers. Powerplay is essentially an ad hoc CZ the size of the inhabited bubble where combat should happen anywhere.
Only players have the logic to comprehend that scale and intelligently join up whats going on- PvE can approximate that, but you need to change a huge amount to make PvE hazardous and unpredictable.
One of the core issues is that because people can play on their own and the NPC skills / capability is so low that Powerplay ceases to be anything other than faceless identikit grinding.
