I came across "Jimmy Bond" once, there were a few more but this is the only one I remember atm.
Well, hanging around Ross 709 Nav point I first saw the Rt Reverend Codswollop, flying a T6, but he was clean, so I left him alone. Back luck for the next NPC, though, as he did have a wanted tag. Tweeky was flying a Cobra III, and is now back in the 25th Century have a discussion with Buck Rogers.
