This seems like a good idea. I'm glad to see that you are extending the issues looked at beyond just griefing to cover other possible exploits. I can't commit to helping out at the moment, but should know nearer the time.
I do think, however, that for the tests on ganking/blockading/police response etc... it would be advisable to provide some advance notice (at least 24 hrs) of the system/station that is to be targeted. This should allow those people that do not want to PvP to avoid the affected system or if groups have been enabled by that point to use that option. This would, I hope, cut down the amount of negative reaction to the tests. Obviously, this might lead to fewer potential victims, but it might also lead to a few additional people coming to be willing victims. I would certainly be interested to know how easy it is to survive/escape a gank or break a blockade and I'm sure that others would to.
