Newcomer / Intro Glitch?

None of my controls were responding, I pressed shift enter control and even tried to google what was going on, none of the results helped. I tried pressing 3 to check the chat menu which didn't work so I pressed my free look key (which I bound to mouse 5) and clicked mouse one, which caused my ship to shoot INSIDE the station killing me instantly.
I'm wondering if the key delay is intended or not.

Not that I'd be aware of. But:
which I bound to mouse 5
- that means you're running a kb+m with your own custom bindings? Would a possible explanation be that your PC (temporarily?) lost the connection to one of the input devices (no idea what else you have connected), forcing ED to revert to the default kb+m layout, in which firing might be mapped to the mouse button (no idea if that is the case)?

In case you didn't do that already - disabling the "fire key deploys weapons" (or somesuch) checkmark might be a good idea, same as unbinding the "eject all cargo" key.
 
No firing the weapon isn't the issue I already unbound the

thing you talked about, I'm running ED on a relatively powerful laptop and I do not experience any frame drops at all most of the time, I've updated my drivers to see if that was out of date and It hasn't solved the delay problem. Do you know of anything that could be messing with my inputs? Also I have tried turning down all the setting and also closing any programs running that are not ED and the delay still happens. This has been going on ever since I downloaded ED.
 
There's nothing I would be aware about that would be causing a delay between keypress and the associated action - and as several PvP players are also using kb&m, I would be very surprised about something like that.

As @Ashnak says, there is nothing in the game that would produce delayed control responses - it would be pretty stupid if it did.

Since you say " This has been going on ever since I downloaded ED " - how did you manage to get through the initial tutorial at all?

If you are using mouse&keyboard (I have never done so) then try just selecting one or other of the m&k preset control schemes rather than modifying one (using a custom set) and see how the controls react.

Alright I'll try that, also It gets better and worse at times, sometimes its barely unnoticeable and sometimes its nearly 5 seconds, it's really hard when docking or launching because when I press F it will continue to make me go down or up until it stops delaying or I crash into something and my ship physically cannot go down or up anymore, this is the same for almost every key too, including enter, but the mouse is almost always unaffected and I can usually do circles until it lets me control myself again. I've also been restarting my PC every time I close ED which I THINK might have lessened it a little, this is more than likely a placebo though.
I'm thinking it could be my RAM memory filling up and so it will not let me put in any more inputs till it has cleared, but I've played the game on high and low and the delay is still the same from what I can tell.

What is your basic PC spec\?
