find an anarchy system or low security system with a small settlement (Mining settlements usually have the easiest secuirty and mixture of matts/data, kill everything inside and out and loot everything, keep your ship 500m away and have 2 srvs with you (just incase one goes pop) drive upto settlement keeping about a 100m distance from the nearest npc, attract the guards attention by trowing a grenade right at one and run back to srv, shoot all from distance one by one as they run straight for you, relog, rinse and repeat, im nearly at maxed capacity with mostly all needed matts just need some more commodities and to unlock other engineers.
This was done by myself with an all grade 1 maverick suit and about 4 hours playtime, executioner and zk laser pistol, i eventually found a G3 Maverick with NV and many others which makes it even faster, yes you may get bountys or fines however worth the isk cost rather than doing long missions, a couple of hourrs in a haz rez will get your isk back up.
Just remember....and il repeat it do not shoot ships or settlement guns, keep srv either blocked by buildings or at a safe distance, they will ignore on foot you unless you fire and then you will have ships spawning bombing you into lower orbit lol, once all guards are dead the executioner makes quick work of the interior workers, I dont bother with locker codes either just cut the mag locks and loot the power regulators last before you leave so you can recharge and loose less energy inside.
Also note, the matts will be "Illegals" however when transferred to your ship wont be anymore as it only registers prohibited items.
