We are currently in HIP 1785 and completed and expansion cycle with 80% inf in system. The faction news reports expansion completed into Kratakak, but our faction is not their. Kratakak had/has 6 factions at time of expansion tick. What could prevent the expansion, will we go into investment next?

We have the same issue. Managed 75% at 3306-09-30 and got expansion state from 3306-10-05. We have faction news screenshot that our faction expanded there but it is lost now.

I can see the tick is okay again for wars, but still nothing has happened about expansions that were meant to take place in this time period. Please don't bury your head in the sand!
I had only just forgiven FDev for the manipulation after Fleet Carriers came out which favoured controlling factions and caused many retreats so we expanded where we didn't want to go at the time.
If it is implied that work done on this game is meaningless, people are going to leave the game.

The tick broke for a couple of days, and it "ate" expansions like a malfunctional slot machine eats coins without giving back. Tough luck I guess
Has today's tick (Monday 19 Oct) completed successfully? We're over 75% in one system, and have been for 25 hours now, but no notice of pending Expansion. Also, our influence is the same in that system as it was yesterday, to 2 decimal places.
Are you checking in the game? Local news (while docked) is usually the most up to date if there is a discrepancy between figures, if you are looking at an external site like Inara check the date & time the system was last updated, it may be showing old data.
Assuming it's nothing obvious & the pending expansion state is not showing, I can only suggest leaving it a day to see if it updates on the next tick. If you are already pending expansion or have an expansion active already you won't get another one to go pending.

Yes, I've been checking the station news in-game. We should have gone to Expansion on yesterday's tick, but here we are with today's tick complete, and no Expansion pending. And our influence level is locked at 75.13%. This is kinda frustrating as we should have expanded from the system last week, but that expansion failed when the BGS tick issue happened.
My sentiments 100%.
